04/15/2021 Session 7: Why it is Important to Understand Pesticide Labels & Safety Data Sheets

Each product that is considered a pesticide by the U.S. EPA has a product label, a specimen label, and a safety data sheet. What do you follow, how to do you train your staff, and how do you answer the consumers questions when they ask about the toxicity of the product your using? This session will cover some of the information on the differences of Product and Specimen Labeling, training for staff and what areas of the safety data sheets you need to review as well.
Speaker: Janet Hurley is an Extension Program Specialist III with Texas A&M AgriLife Extension Service. Ms. Hurley has a Bachelor’s Degree in Community Health from Texas Woman’s University and Master’s in Public Affairs from the University of Texas at Dallas. In 2001, she was hired to oversee a grant from the U.S. Environmental Protection Agency to develop the Southwest Technical Resource Center for Schools and oversee the Texas School IPM program for AgriLife Extension.

Cada producto que la Agencia para la Protección Ambiental (EPA por su sigla en inglés) considera un pesticida tiene una etiqueta de producto, una etiqueta de muestra y una hoja de datos de seguridad. ¿Qué sigue, cómo capacitar a su personal y cómo responder a las preguntas de los consumidores sobre la toxicidad del producto que usan? Esta sesión cubrirá parte de la información sobre las diferencias entre el etiquetado de productos y el de muestras, la capacitación del personal, así como las secciones de las hojas de datos de seguridad que se debe revisar.
Ponente: Janet Hurley es una Especialista de Programa de Extensión III que trabaja en el Servicio de AgriLife Extension de Texas A&M. La Sra. Hurley tiene una Licenciatura en Salud Comunitaria de la Universidad de Mujeres de Texas y una Maestría en Asuntos Públicos de la Universidad de Texas en Dallas. En 2001, fue contratada para supervisar una subvención de la Agencia de Protección Ambiental de EE. 04/22/2021 Session 8: Respiratory Protection for WPS-Labeled Pesticides: Reading Between & Beyond the Lines

This session is being offered for pesticide users who need to gain a better understanding of the types of respirators pesticide users should wear as well as understanding the importance of only using The National Institute for Occupational Safety and Health (NIOSH)-approved respirators. Additionally, attendees will also learn the below safety elements:
- how to identify required respiratory protection from the pesticide label
- purifying elements for air-purifying respirators and gas masks
- use limitations and service time including when adjuvants are added to pesticide mix
- the importance of reading and following the respirator manufacturer Instruction and Maintenance Manual
When respiratory protection is required, it will be found in the precautionary statements of the pesticide label. Respiratory protection required by the label is product- and task-specific; and specified based on the anticipated respiratory hazards, phase, and concentration of contaminants in the breathing zone during use. EPA’s risk assessment assumes that each respirator user of tight-fitting facepiece respirators has been fit tested according to legal standards.
This session will address types of respirators for pesticide users; importance of only using NIOSH-approved respirators; identifying required respiratory protection from the pesticide label; purifying elements for air-purifying respirators and gas masks; use limitations and service time, including when adjuvants are added to a pesticide mix; and the importance of reading and following the respirator manufacturer Instruction and Maintenance Manual.
Additionally, this session will highlight medical evaluation of respirator users; use of tight-fitting respirators; respirator training for occupational users of pesticides; proper use of respirators in pesticide-contaminated areas; and care and maintenance of respirators.

This publication provides pesticide applicators with a comprehensive source of information and guidance on the selection and safe use of respiratory protection for pesticides in compliance with applicable state and federal regulations, including EPA’s Revised Worker Protection Standard (40 CFR Part 170) and OSHA’s Respiratory Protection Standard (29 CFR 1910.134) (https://npsecstore.com/collections/respiratory-guides).
Speaker: Patricia Hastings has served as the Extension Pesticide Safety Education Program (PSEP) Coordinator for New Jersey for Rutgers New Jersey Agricultural Experiment Station since 2007, having first joined Rutgers Cooperative Extension in 1999 as a Program Associate in Pest Management.
Prior to joining Rutgers, Pat served as a senior environmental consultant to EPA in regional and national Superfund programs. She managed the EPA Environmental Response Team’s national training facility in Edison, NJ. She also co-developed and team-taught the first 40-hour hazardous materials emergency responder course in the US.
Not surprisingly, Pat’s area of specialization is the selection and use personal protective equipment (PPE). She has been a national advocate for and co-authored source documents incorporating industry PPE standards as an integral part of CORE pesticide safety training. In 2002 she co-authored a bridge document between EPA label language and the 1995 revisions to the National Institute of Occupational Safety and Health Standard 42 CFR 84, and introduced the necessity of providing applicators the protections of OSHA 29 CFR 1910.134 to pesticide applicators. In 2018 she authored Rutgers NJAES “Respiratory Protection for Occupational Users of Pesticides” providing a practical bridge between industry knowledge and EPA, NIOSH, and OSHA regulations for pesticide users.

Cuando se requiere protección respiratoria, esta se puede encontrar en las declaraciones de precaución de la etiqueta del pesticida. La protección respiratoria requerida por la etiqueta es específica del producto y la tarea; y específica sobre la base de los peligros respiratorios previstos, fase y concentración de los contaminantes en la zona respiratoria durante el uso. La evaluación de riesgos de la Agencia para la Protección Ambiental (EPA por su sigla en inglés) supone que cada persona que use un respirador del tipo de respiradores ajustados de la pieza facial se pruebe de acuerdo con los estándares legales. En esta sesión se destacará la evaluación médica de los usuarios de respiradores; el uso de respiradores ajustados; la capacitación sobre respiradores para los usuarios ocupacionales de pesticidas; el uso adecuado de respiradores en zonas contaminadas con pesticidas; y el cuidado y mantenimiento de los respiradores.
Esta sesión se ofrece a quienes usan pesticidas, y que necesitan comprender mejor los tipos de respiradores que los usuarios de pesticidas deben usar, así como entender la importancia de usar solamente respiradores aprobados por El Instituto Nacional de Seguridad y Salud Ocupacional (NIOSH por su sigla en inglés). Además, los participantes aprenderán los siguientes elementos de seguridad:
- cómo identificar en la etiqueta del pesticida la protección respiratoria requerida
- elementos purificadores para respiradores purificadores de aire y máscaras de gas
- limitaciones de uso y tiempo de servicio, incluso cuando se agregan adyuvantes a la mezcla de plaguicidas
- importancia de leer y seguir el Manual de instrucciones y mantenimiento del fabricante del respirador
Ponente: Patricia Hastings se ha desempeñado como Coordinadora del Programa de Educación sobre Seguridad de Plaguicidas de Extensión (PSEP por su sigla en inglés) para Nueva Jersey para la Estación Experimental Agrícola de Rutgers Nueva Jersey desde 2007, y se unió por primera vez a Extensión Cooperativa de Rutgers en 1999 como Asociada de Programa en Manejo de Plagas.
Antes de unirse a Rutgers, Pat se desempeñó como consultora ambiental principal de la EPA en programas Superfund regionales y nacionales. 05/06/2021 Session 9: Conducting a Respirator Fit Test

This session will build on the April 22nd PACT Webinar Session: Respiratory Protection for Pesticides and is offered for pesticide users who need to gain knowledge about the fit testing process. This session will focus specifically on the process and Best Management Process (BMPs) of conducting a respiratory fit test. In addition, it will also include an introduction on how to use a new soon to be released respirator training flip chart. The flip chart, which will meet the Worker Protection Standards for annual training, was developed by North Carolina Agromedicine, and peer reviewed by the NPSEC Respirator Collaboration Team.
Participants of this webinar will learn the following:
- List the steps required for a qualitative fit test to meet the Worker Protection Standards (WPS) requirements
- Conduct a qualitative fit test using OSHA protocols
- Identify problems that can lead to fit test failure and how to trouble shoot them
- Outline the information required to be included in the WPS annual respirator training
- Deliver required WPS annual training based on the information provided in the WPS Respirator Training Fit Test
Speaker: Robin Tutor-Marcom, EDD, MPH is the Director for the North Caroline Agromedicine Institute and a member of the national respirator collaboration team.

Esta sesión se basará en la sesión del seminario virtual de PACT del 22 de abril: Protección respiratoria para plaguicidas. La grabación de dicha sesión se encuentra en https://npsec.us/pact2021-webinars. Esta sesión se centrará específicamente en el proceso y el proceso de manejo mejor (BMP por su sigla en inglés) de realizar una prueba de ajuste respiratorio. Además, también incluirá una introducción sobre cómo utilizar un rotafolio de entrenamiento nuevo sobre respiradores que se lanzará próximamente. El rotafolio, que cumplirá con los Estándares de protección del trabajador (WPS por su sigla en inglés) para la capacitación anual, fue desarrollado por Agromedicine de Carolina del Norte y revisado por los colegas del Equipo de colaboración de respiradores de NPSEC.
Durante el seminario los participantes aprenderán a:
- Enumere los pasos necesarios para que una prueba de ajuste cualitativa cumpla con los requisitos de los Estándares de protección del trabajador (WPS)
- Realice una prueba de ajuste cualitativa utilizando los protocolos de OSHA

05/13/2021 Session 10: PSEP Respirator Fit Test: Taking it on the road Outreach for Diverse Audiences

This session will explain the process used by several Pesticide Safety Education Programs (PSEPs) to provide outreach and education to train growers and others to be competent in conducting respirator fit testing for their employees. This session is intended for safety site educators and trainers along with regulators and healthcare providers.
The presentation will focus on the process, the stakeholders, the formation of a Respirator Collaboration team that grew out of the process and how that Collaboration Team has facilitated other respiratory training outreach opportunities. In addition, the presentation will introduce how funding can be secured by other PSEPs to provide future outreach.
Speaker: Candace Bartholomew, PSEP Coordinator for the University of Connecticut for 35+ years, retired.
Speaker: Thia Walker recently retired from her position as the Extension Specialist and program manager for the Colorado Environmental Pesticide Education Program (CEPEP) at Colorado State University and is working as the Pesticide Education Program Administrator at the Colorado Department of Agriculture. She currently holds a Colorado Commercial Pesticide Applicator license in Ag Insects, Ag Weeds, Ag Plant Disease, Research & Demonstration, Rangeland Pest Control, Turf Pest Control, and Ornamental Pest Control so she understands the challenges of being a pesticide applicator and having to comply with the 2015 WPS requirement for respirators.

Esta sesión explicará el proceso utilizado por varios Programas de Educación en Seguridad de Pesticidas (PSEP) para brindar alcance y educación para capacitar a los productores y otras personas para que sean competentes en la realización de pruebas de ajuste de respiradores para sus empleados. Esta sesión está dirigida a educadores y capacitadores de sitios de seguridad junto con reguladores y proveedores de atención médica.
La presentación se centrará en el proceso, las partes interesadas, la formación de un equipo de colaboración de respiradores que surgió a partir del proceso y cómo ese equipo de colaboración ha facilitado otras oportunidades de divulgación de entrenamiento respiratorio. Además, la presentación presentará cómo otros PSEP pueden obtener fondos para brindar un alcance futuro.

06/24/2021 Session 11: Navigating a new job as a Pesticide Safety Education Program Coordinator

Starting a new position can be difficult and there is typically a steep learning curve. It is often challenging to find the resources you need, the right people to connect with, and to navigate the throes of a program that impacts an entire state or territory. New Pesticide Safety Coordinators Sam Polly and Jennifer Weisbrod team up to share lessons learned during their first months on the job. They will briefly discuss their positions and how their state’s programs are managed. They will share their experiences during the first year as well as discuss why the pesticide safety education industry must play a vital role in sustaining agriculture through an increasingly difficult social climate. The webinar will conclude with a brief description of what to do the first day, first week, first month, and first year as a PSEP coordinator.
This webinar is intended for PSEPs, Industry, Pesticide State Lead Agencies
Webinar attendees will:
- Learn more about the pesticide safety education program.
- Develop an understanding of how states differ in trainings
- Hear a well-rounded, inter-agency description of what PSEP coordinators need in their first year as well as who PSEPs should connect with
- Collaborate with other PSEPs, groups and agencies
- Industry and applicators will learn how other states manage their training programs
- Provide opportunity for PSEPs to learn what industry and applicators expect from coordinators
Speaker: Sam Polly is a native of the Redwood Belt in coastal Northern California. The son of a high school agriculture teacher and FFA advisor, Sam’s family is involved in agriculture production, with family and friends in beef, dairy, walnuts, citrus, apples, blueberries, and exotic game birds. Sam holds a BS in Soil Science and an MS in Agriculture from California Polytechnic State University, San Luis Obispo. As a plant health care specialist, Sam utilized his ISA certified arborist and California Qualified Pesticide Applicator training in the fast-paced, high-scrutiny San Francisco Bay Area. His pesticide experience have spanned agriculture, landscape, interiorscape, and right-of-way, including rodenticides, insecticides, acaricides, fungicides, herbicides, and plant growth regulators. During his time in the Bay Area, Sam effectively maintained plant health at high-profile settings such as Stanford University, Sony, Hewlett-Packard, San Francisco City Hall, City of Palo Alto, and countless others. Sam also taught college soil science for four years.
In recent years Sam worked in his hometown as an environmental consultant, helping California and Oregon businesses, schools, cities, and landowners navigate the sea of environmental regulations, particularly those related to water quality and wetland compliance. In this role, Sam served as an expert witness in multiple Clean Water Act lawsuits and state agency Notices of Violation, where he employed his expertise to resolve unfounded legal and enforcement actions against farmers and industrial facilities. One of his keystone projects was rescuing the stalled habitat restoration project during the final hour of the world’s most successful nuclear power plant decommissioning project. Sam is excited to use his vast experience in service to the state of Missouri.
Speaker: Jennifer Weisbrod is the new Pesticide Safety Education Program Coordinator for the state of Nebraska. She began serving in this role in January of 2021, succeeding Clyde Ogg. Previously, Jennifer was a graduate student at the University of Nebraska-Lincoln. Her research focused on pesticides and pollinators, specifically honey bees. Prior to graduate school, she was a zookeeper in Kansas focusing on conservation programs. She also worked as a naturalist at a state park, providing outdoor education to the general public. Her goals as a new PSEP is to build trust in the farming community and the general public about agriculture, while protecting applicators, their families, and the environment.

Ponentes: Sam Polly es un nativo de Redwood Belt en la costa del norte de California. Hijo de un maestro de agricultura de secundaria y asesor de la FFA, la familia de Sam está involucrada en la producción agrícola, con familiares y amigos en la carne de res, lácteos, nueces, cítricos, manzanas, arándanos y aves exóticas de caza. Sam tiene una licenciatura en ciencias del suelo y una maestría en agricultura de la Universidad Estatal Politécnica de California, San Luis Obispo. Como especialista en el cuidado de la salud de las plantas, Sam utilizó su capacitación como arbolista certificado por la ISA y aplicador de pesticidas calificado de California en el área de la Bahía de San Francisco, de ritmo rápido y riguroso. Su experiencia en pesticidas ha abarcado la agricultura, el paisaje, el paisaje interior y el derecho de paso, incluidos raticidas, insecticidas, acaricidas, fungicidas, herbicidas y reguladores del crecimiento de las plantas.
